How well do further education institutions manage learner complaints? - May 2015

This report is written in response to a request for advice from the Welsh Government in the Minister’s annual remit letter to Estyn for 2013-2014. The report examines standards and provision for the creative arts at key stage 2 in schools where good practice had previously been identified.A short film illustrates best practice strategies for teaching and learning in the creative arts in primary schools. Staff from six schools across Wales explain how their strategies have developed pupils’ skills in art and design, music, dance and drama.

Recommendations

Schools should:

  • Plan a sequence of learning opportunities for pupils to experience the breadth of the creative arts and develop their creative skills as they move through school
  • Support teachers to develop the skills, knowledge and confidence to teach the creative arts well
  • Monitor pupils’ achievements in the creative arts
  • Work more closely with other schools to share best practice and resources in the creative arts

Local authorities and the regional consortia should:

  • Offer opportunities for teachers to develop their skills and confidence in teaching one or more creative arts subjects
  • Provide training for schools to help them to identify, develop and share best practice in teaching and assessment in the creative arts

The Welsh Government should:

  • Continue to support schools to make use of dedicated funding to enable pupils from poorer families to learn to play musical instruments and to take a full part in the creative arts
  • Publicise materials that exemplify the expected standards in the creative arts
