The effectiveness of sub-contracting arrangements in work-based learning - November 2011

About half of work-based learning providers worked effectively with their sub-contractors. In these providers, there were high levels of learner achievement and staff also identified and shared good practice with other organisations.However, too many providers focused on fulfilling their contract rather than on the individual learner’s experience. Overall, provision varies too much from one provider to another.

Recommendations

The Welsh Government should:

  • reinforce their advice on how to manage sub-contractors as part of the DfES Quality and Effectiveness Framework guidance.

Work-based learning lead providers should:

  • make sure all learners receive consistently good training across all sub-contractors;
  • align sub-contractors’ quality assurance systems with their own wherever possible;
  • develop systems to identify and share best practice; and
  • take account of the outcomes of learner satisfaction questionnaires to remedy any shortcomings identified.
