Leadership and primary school improvement

Part One of this report outlines general characteristics of the different stages of the improvement journey of primary schools and highlights the importance of effective leadership and leadership development on that journey. This summary draws on first-hand evidence from inspections and from visits to the case study schools described in Part Two. The findings of the case studies are summarised in an improvement journey model. This report is published in response to a request for advice from the Welsh Government in the Minster’s annual remit letter to Estyn 2014-2015 about the statutory use of leadership standards in the performance management of headteachers. This report is intended for the Welsh Government, governors, headteachers, senior leaders and staff in schools, local authorities and the regional consortia. This document links to the Estyn survey ‘Best practice in leadership development in schools’, published in June 2015. The impact of teacher absence - September 2013

This report examines ‘the impact on learner progress of schools' strategies to cover the absence of teachers and the effective and efficient employment, training and deployment of supply teachers’. The report includes case studies that highlight common approaches to the management of teacher absence. This report has been written in collaboration with the Wales Audit Office. The Wales Audit Office report produced is about the efficiency and value for money of human resource arrangements to reduce and cover teacher absence at school and local authority level. This Estyn report focuses on the impact of teacher absence on learners and on classroom provision and on how schools manage the impact of teacher absence. Read more >
